Administrative Data Coverage Index

Ranking of countries by how well they are covered by administrative labour data in ILOSTAT. Countries are scored on the breadth of key indicators covered, how frequently and regularly the data is produced, and how recent it is. Move the weights to see the ranking change.

Methodology

How the overall score works

Each country gets three sub-scores from 0 to 100 — coverage, frequency & regularity and recency — computed from its ILOSTAT record, counting only observations that come from administrative sources (registers, social-security records, labour inspection and industrial-relations records; surveys and censuses are excluded). The overall score is the weighted average of the three, using the weights on the left. Weights are normalised, so only their relative sizes matter.

Coverage of key indicators

The share of the key indicators (weighted by importance, with headline indicators counting more) for which the country has at least one qualifying administrative-source datapoint within the coverage window. The indicator set and the window are set in config_admin.py.

Frequency & regularity

The average of two parts: a periodicity score (monthly data scores highest, then quarterly, then annual, then irregular) based on the fastest cadence the country sustains for its headline indicators; and a regularity score — the share of recent years in which headline data was actually produced, which penalises long gaps.

Recency of latest data

Based on the age of the most recent qualifying datapoint across the key indicators, decaying linearly from full marks for current-year data down to zero once the newest data passes the configured age limit.
